He is sticking to the position that only celibacy and fidelity will prevent the spread of any sexually transmitted disease. This is a classic case of micro-economic solutions not working on the macro-economic scale. If you confess a transgression to the Church, the Church may well forgive you, but the disease will not. And nothing in the Pope's stance prevents transgression.
Sorry, Benedict XVI, but the 16th century will not return, despite your best efforts.
